Circuit of Wales: 10 million tax hijacked

Michael Carrick wanted to build the "Circuit of Wales" for a 425 million pound in Wales on a deserted Wales land, where he would host the MotoGP World Championship for ten years. The project became the fall of the century.
Actually, the British Motorcycle Grand Prix should have already been held on the new Circuit of Wales in 2015, the rear men of this project have signed a 10-year contract with MotoGP promoter Dorna.
But it is well known that in Blaenau Gwent, no spade was found. Even worse, the project shaken by scandals does not yet have secure financing. And she will never come again.
The Supreme Court of Wales has now strongly criticized the Welsh government because it has already invested 9.3 million pounds of tax into the planned race track.
The auditors were seriously concerned about the fact that the companies involved have a " limited understanding" of a project to create a circuit at Ebbw Vale with a total cost of up to £ 425 million. This is one of the most godly regions of Wales.
The accountants also questioned whether money previously spent was not used for the most part. Carrick's "Head of the Valley Development Company" (HoVDC) is the focus of the criticism.
The accusations:
- £ 300,000 tax money was used to buy a motorcycle company in Buckinghamshire, which then became bankrupt. It is FTR moto.
- almost £ 1 million of payments were donated to another company run by the controversial Circuit of Wales Director Michael Carrick. There were few indications that Carrick's company had made corresponding counter-payments.
- The Welsh Government does not have any hints that the criticized company has purchased services at competitive and sustainable prices, as required by the agreement. All in all, Carrick's company could claim up to £ 2 million on this loan, all tax money well.
- The Court of Auditors also criticized the fact that "almost half of the total sum" was spent on the purchase of the services with or by persons closely associated with the companies involved. At least nine questionable persons had already been identified. The invoices were paid without paying attention to whether there was a real equivalent.
The Circuit of Wales project was supported by the state government in Wales with a loan of 2 million pounds, with a credit of £ 7.33 million. This amount had to be fully released in April 2016, when the company of Carrick ran out of money.
Secretary of State for Economic Affairs Ken Skates is now considering whether a further bank guarantee of 210 million will be due. The fact is, if this tax money is not released, the project must be buried.
Michael Carrick has been humming for five years that one day 6,000 jobs will be created, 750,000 visitors a year, and a new abandoned land near Cardiff. Dave Davies, Minister President of Wales, has now much doubt about these high-yielding plans.
The opponents of the Circuit of Wales say: There are already enough racetracks in the UK to fight for their existence.
And nobody can seriously disagree. The pompous Rockingham Circuit has now become a race track ruin.
In the meantime, the business of HoVDC by Michael Carrick is being scrutinized in detail. Two expense statements of 19,000 pounds were paid by the Welsh Government, but then backed up because HoVDC could not provide a proper value. To this end, Carrick paid 1 million a year to a consulting company, which is 100 percent owned by him.
Huw Vaughan Thomas, Senior Auditor in Wales, said that he saw no reason to justify why the money needed to build a racetrack in the Ebbw Vale moorland was misused in such a dubious way.
A "fundraising" should be launched for the construction of the Circuit of Wales. And as early as January 2012, before the government of Wales was tapped. But Carrick did not keep his promises, he signed the contract for two parties - for Aventa and HoVDC.
Therefore, two years later, the government had to pay £ 1 million. An official made a file note. "I am satisfied now, because none of the directors of HoVDC can now personally enrich these amounts."
However, HOVDC passed the money to the company Aventa - which also belongs to Carrick, as it turned out later.
Now the auditor says: "The bills that Aventa placed with the Welsh Government were simply monthly advances for which there was no equivalent value and no services justifying these sums."
Now one can ask oneself: Are the Dorna and the politicians in Wales with Michael Carrick a bad swindler and Hochstapler on the glue?
One can assume that this 425 million pound project and the plans for the 5.6 km long GP run will soon be buried.
Carrick, with his flimsy concepts, is still demanding commitments by the state government to the tune of 210 million. After his negligent handling of tax money, no serious politician of this world will give him a single cent. He had even paid private gardening with tax money ... And it has never been the case, whether the subsidies for racetracks would be compatible with EU law.
But the Brexit will make this question superfluous anyway.
In the foreseeable future, the Dorna will end the Wales debacle, but the breach of the treaty will have to end Wales, then the Dorna can once again cash off a compensation. And then conclude a five-year contract with the operators of the Silverstone Circuit for the British Grand Prix.
